Punjab Rural Municipal Services Company (PRMSC) is a corporate body established under section 42 of “The Companies Act 2017”. It is fully justified, endorsed, and acknowledged under the approved Umbrella PC-I of the Punjab Rural Sustainable Water Supply & Sanitation Project (PRSWSSP). The Board of Directors (BoDs), predominantly comprising civil society, are the central steering and policy-making authority having representation from Planning & Development (P&D), Local Government & Community Development (LG&CD), Housing, Urban Development & Public Health Engineering Department (HUD & PHED), Aab-e-Pak Authority, Finance, Irrigation, and Engineering Departments.

The project aims to provide a metered supply of treated water fit for human consumption, a household toilet connected to a septic tank, a drainage network, and a wastewater treatment facility. Imminently, through awareness of best practices, it shall prohibit contamination with animal/human waste. It will also facilitate the development of an advanced IT-based Management Information System (MIS) which will contribute to a robust impact evaluation of the project by tracking project implementation progress. It will play a key role in monitoring the water supply and sanitation service delivery performance, the flow of public and donor funds, and matters related to financial management.

Punjab is the most populous province of Pakistan with 110 million inhabitants out of which 70 million population resides in the rural areas. Despite being the largest province with reference to population, the people living in rural areas of Punjab have been deprived of improved water and sanitation facilities for so long.

Poverty and Shared Prosperity Report, 2020 reveals that 4 out of 5 people live below the international poverty line in rural areas. Studies conducted in different periods of time have linked improved water and sanitation facilities with the alleviation of poverty and urged governments to provide high quality water and sanitation facilities in order to uplift the people from the marshes of poverty and devastating socio-economic conditions.

Despite making significant efforts by the people at the helm of the affairs in Pakistan to improve the prevailing situation, 44% population of Punjab still do not have access to improved water and sanitation facilities as per globally established standards. Reports show that 3 in 5 households in Punjab use E-Coli contaminated water and every 25th household in Punjab lacks access to the improved sources of drinking water. Similarly, the situation of sanitation is also immensely deplorable.

Basic sanitation facilities are available to only 76% population which means that every 8th household in Punjab uses open-defecation owing to the absence of basic sanitation facilities. Resultantly, 36 out of 100 children under the age of 5 have impaired growth due to malnutrition. Every 5th child under 5 years of age is too thin of his age, and every 7th child is too short for his height.

For every 1000 children born alive, 69 die before their 5th birthday and 41 within their one month of birth. Keeping in view the prevalent situation of water and sanitation in the rural areas of Punjab, Punjab Rural Municipal Services Company (PMSC) has been established under the umbrella of the Government of Pakistan and World Bank to provide improved water, and quality sanitation and hygiene facilities in the rural areas of Punjab.

MESSAGE

PRMSC has been established to bring a long-awaited, yet most meaningful change in the lives of the rural population of Punjab. The absence of clean drinking water, sanitation facilities, and proper solid waste management had harrowing impacts on the social fabric of the province for decades. The situation deserves to be ameliorated now. PRMSC, as the implementing body of World Bank-funded Punjab Rural Water Supply and Sanitation Project, aims at providing clean drinking water, hygiene conscious sanitation system, and a meticulously designed solid waste management system to the rural population of the province. Likewise, substantial efforts are also going to be made for sensitizing the general population to the importance of WASH-related precautionary measures under a behavioral change campaign.

The overall success of the project depends upon a number of factors including the contributory role played by the general public. The management of PRMSC will not leave any stone unturned in its efforts for engaging the people in all the steps being taken at the village level. We, as a team, are tenaciously determined to make this project a success. To us, this project is much more than merely our duty: it is an opportunity to inculcate quality in the lives of the deprived Pakistanis; an opportunity to pay back to the motherland; and an opportunity to do something for our lives after the death.
